How do you connect numbers to letters to get the solution?

I think if you try writing out various ways of selecting letters from the initials then you will probably stumble upon the solution, and can then work out why it's the solution afterwards. But if you want to go straight to the solution:

There are 5 letters in the first word, and 5 people in building 1...

For each building, select the initials corresponding to the digits and place them in the digit order.

Select the letter that corresponds with the non-zero digit and your list becomes:

Then sort them in numerical order of those digits, and you get the answer. Or you can just anagram them.

How did you get the first two words? You made various anagrams of the letters in the initials until you found ones that made sense?
