I have also gotten the letters that Alex wrote earlier but can't see how to get to the final answer. Is the line about dialling the hotline important? Does the text itself have any meaning, there are some parts about numbers...

I finally solved it. I've had the letters a long time but they didn't seem to make up any readable words so I've tried multiple other ways to count letters or transpose characters without success. I feel like this one could have been better designed or had more hints of some kind.
