Units?

Looking for help as to what the "units" are referring to.

I know I need to connect the 'Unit Deployment' to the 'Riot Report' first and then apply the number scrap somehow. But I've counted the number of words, letters, but nothing is matching with the 15 units I need to arrange

Units in the forces are arranged in rank and file. What do you notice about the ranks?

I can see they make 5 chevrons pointed up, but as far as I can see, that would be 2nd grade technical Sargeant but I still don't know how to connect that with the text on the right page.

Look at each rank (row) individually. Notice the structure?

I think I am being dense as well

I can see the +1 +1 -1 -1 pattern and the +3 pattern going top to bottom.

I have tabulated the Riot Report into segments containing the specified number of letters e.g 1=S 2=er 3=iou

But i can make no sense of anything

The page on the left could have been written with numbers, letters, or just random symbols. It's the pattern that matters.

As for the right page, most of it is a red herring. Only 5 words will matter.

...the scrap of paper at the bottom left. You need to work out how the two screens correspond first, to find the letter associated with each number. Then split each number on the scrap up into its component letter numbers; in a couple of pieces there are two or three possibilities which you can resolve by experimenting.

The hints for this puzzle have just been updated to provide considerably more information - there are now 9 progressively more revealing hints.
